A few years back, mobile website were designed for early smartphones (as small as 320 pixels across) and were crippled versions with significantly less content, and navigation than the desktop versions. These days, many smartphones and tablets have 1000 to 3000 pixels across, rivalling the capabilities of large desktop monitors. But they need to be navigable with a finger-top (a centimeter square) not a mouse-click (accurate to 1 pixel)

These days, Responsive Design optimizes images, type, and navigation for different devices, but requires that each page of content work for all devices.
